For your example I liked the color best. I have several things I use to decide if a photo will be in color or black and white. 1) Is there a lot of contrasts? and Will turning up the contrast make the photo better in black and white. 2) What makes this photo? The main focus is it the color, extreme case, but if it is a sunset I will keep it color most likely. I love black and white portraits, especially if there is some great lighting. For my clients I will do a color and a black and white and let them chose.
3) This may sound silly, but I have had cases where the lighting was just off, the flash didnt go off or the color (white balance) was out of kilter and I can's seem to get it exactly the way I want. When I converted the photo to black and white, it became beautiful and seemed to really snap. Sometimes the best way to correct a "not so great" photo is to convert it to black and white. It may need more tweeking with contrast and lightening and darkening or opacity but it works.
